Assemble an application packet in the right order
For a packet containing a 1-page cover letter, a 2-page application and 4 pages of supporting evidence, add the three PDFs and use the up and down arrows to put them in that order. The result should contain 7 pages: cover on page 1, application on pages 2β3 and evidence on pages 4β7. The arrows move whole files; they do not reorder individual pages inside a file. Extract or split a source PDF first if its internal order needs changing.
What this tool actually does
ToolNest creates a new PDF and copies each source document's pages into it in the displayed file order. It does not turn the pages into screenshots or deliberately lower image resolution. Different paper sizes remain different sizes: merging an A4 report with a Letter-size attachment does not normalize the page dimensions. The result downloads when you click Merge; no second download button is required.
Check the result before sharing
Check that the output page count equals the sum of the inputs, then inspect each boundary where one source document meets the next. Confirm orientation, blank pages and the order of attachments. Page copying does not promise to preserve document-level bookmarks, interactive forms, embedded attachments or signature validity. Complete and export important forms to a suitable ordinary PDF first, and retain the originals.
When the result does not meet your needs
If a merge fails, open each input separately to identify an unreadable or password-protected document. This tool cannot decrypt PDFs. Obtain an unlocked copy from the owner using an authorized workflow. For large scans, try a smaller batch on a desktop browser; local processing still depends on available device memory and does not remove the recipient's upload limit.

Frequently asked questions
How many PDFs can I merge?
There is no fixed limit β the only constraint is your device's memory. Most users can merge dozens of files without issue.
Can I reorder the files before merging?
Yes. Use the up and down arrows to reorder whole files before clicking Merge. Individual pages cannot be rearranged in this tool.
Are my PDFs uploaded to a server?
No. Merging happens entirely in your browser, so your documents stay private.
Will the merged PDF have a watermark?
Never. The output is a clean, standard PDF with no added branding.
Does merging affect PDF quality?
Pages are copied without deliberate image downsampling. Document-level forms, bookmarks, attachments and digital signatures are not guaranteed to survive; check the merged file and retain the originals.
Can I merge password-protected PDFs?
Encrypted PDFs cannot be merged directly. Remove the password first, then merge the unlocked files.
